Student Success Initiative

The goal of the Student Success Initiative (SSI) enacted by the 76th Legislature in 1999 was to ensure that all students receive the instruction and support needed to be academically successful in reading and math. Based on this law, students in grades 3, 5 and 8 could only advance to the next grade level by passing the appropriate TAKS test(s) or by unanimous decision of his or her Grade Placement Committee (GPC). Each student was given three opportunities to pass the required TAKS test(s).

House Bill 3 was passed in 2009, which resulted in a change to the law enacted in 1999. House Bill 3 eliminated the requirement for grade 3 students to pass the third grade TAKS reading test prior to being promoted to grade 4. In order to be promoted, students in grades 5 and 8 must pass the TAKS reading and math test. If a student does not pass the required TAKS tests, the student can only be promoted by unanimous decision of his or her Grade Placement Committee. Students in grades 5 and 8 will have three opportunities to pass the required tests. Under House Bill 3, a student who fails the reading or math TAKS in grade 5 or grade 8 and who is promoted to the next grade level must complete the required accelerated instruction as a condition of promotion.

For the letter or document associated with each activity, please click on the appropriate form number. After each form number, you will find the grade level and/or subject in parentheses. We have provided translated documents at the end of each letter.
